Maxwell launches plan to ‘RISE’

Maxwell has initiated a comprehensive campaign to address long-standing challenges and “Reflect the Installation as a Standard of Excellence.”

The "Installation Excellence Campaign Plan 2026," directed by 42d Air Base Wing Commander Col. Shamekia Toliver, outlines a coordinated effort to "Fight the Base" by tackling systemic historical issues with infrastructure, appearance and customer service.

“The plan directly confronts years of under-funded infrastructure, manpower cuts and daily facility failures,” said Toliver. “The current state of the base’s appearance and aesthetics does not reflect the strategic importance of Maxwell as the home of Air University.”

The campaign’s mission is focused on two primary priorities: base beautification and appearance and improved customer service. To achieve this, the wing is implementing a three-phased Concept of Operations:

  • Phase I (Immediate): focus on “quick wins” and actionable items
  • Phase II (30-60 days): accelerate and achieve rapid, visible progress to build momentum
  • Phase III (90+ days): sustain and excel by maintaining a high standard and implementing continuous improvements

Four Lines of Effort form the core of the plan's execution. The first LOE is dedicated to Elevating Quality of Life, such as advocacy for military family housing, dormitory upgrades and improved childcare options. The second focuses on Providing Premier Combat Service Support, which includes modernizing facilities like dorm Wi-Fi, enhancing oversight of the Base Operating Support contract and protecting installation viability.

The third LOE aims to Enhance Communication by integrating modern platforms to create a clear and transparent operating picture for mission partners. Finally, the fourth LOE is centered on Instilling a Warfighter Mindset by reinforcing professionalism and a culture of excellence across the installation, from entry gate greetings to customer feedback mechanisms.

The campaign began in earnest in early March, with Toliver expecting it to continue through late spring.

“Ultimately, the campaign’s goal is to cultivate an ‘installation of excellence’ that enhances quality of life, impresses every visitor and student, and serves as the physical embodiment of Air University's prestigious reputation,” she said.
